County Administrator Doug Stanley Appointed to VLGMA Executive Board

FARMVILLE, Va. (June 20, 2024) – The Virginia Local Government Management Association (VLGMA) has appointed Prince Edward County Administrator Douglas P. Stanley to its Executive Board for a two-year term of office, commencing July 1, 2024. The VLGMA is a non-profit, non-partisan organization composed of city, town, and county managers and key members of their management teams. The 19-member executive committee governs the Association, whose primary goal is to strengthen the quality of local government through professional management.
According to Stanley, “I am very appreciative of being selected to serve on the Executive Committee. VLGMA provides support to local government managers across the Commonwealth, and this opportunity enables me to share my 30+ years of local government experience.”
Stanley was appointed County Administrator by the Prince Edward County Board of Supervisors, effective November 16, 2020. He began his local government career in Warren County in 1994 as the Zoning Administrator and became Planning Director in 1996. He was appointed Interim County Administrator in Warren in April of 2000 and then County Administrator in September of that same year.
Stanley has a B.A. in Geography from Mary Washington College, a Master’s in Urban and Regional Planning from Virginia Commonwealth University and a Graduate Certificate in Public Administration from Shenandoah University. Stanley is also a graduate of the Senior Executive Institute at the University of Virginia-Weldon Cooper Center.
As Prince Edward County Administrator, Stanley manages and implements the operations of the county government under the leadership of the Board of Supervisors. Stanley is responsible for oversight of County departments including County Administration, Economic Development and Tourism, Human Resources, Finance, Planning and Zoning, Building Inspections, Animal Control, Solid Waste, General Services, Emergency Management, and the Cannery. Currently, the County is managing a number of large projects including the development of the Heartland Innovative Technology (HIT) Park into a data center site, the development of the Sandy River Reservoir as a public water supply, and the implementation of the County’s Capital Improvement Plan (CIP) which includes renovations to the Prince Edward County Elementary School.
Stanley is active in the Farmville community and is the incoming President of the Rotary Club of Farmville having recently completed a two-year term as Assistant Governor. Currently, he serves Chair of the Piedmont Regional Juvenile Detention Center Board and Vice-Chair of the Piedmont Regional Jail Authority. He represents the County on the Farmville Chamber of Commerce Board of Directors, Virginia’s Heartland Regional Industrial Facilities Board of Directors, and serves as the County’s primary liaison to numerous state and local agencies.
Stanley also serves on the state-wide VAcorp Insurance Supervisory Board and the Virginia Local Government Finance Corporation Board of Directors and has been elected Vice Chair of both boards.
A Virginia native, Stanley and his wife, Jenny, live in Farmville. They have two children, one son-in-law, and one grandson.
