Provided below is a summary of the Board’s actions.
- Call To Order – Board Chair Harrison Jones, Jr. called the meeting to order.

- Recognitions – The Board recognized the May Employee of the Month – Chelsey George, Probation Officer with Piedmont Court Services.Ms. George has demonstrated a strong commitment to service, consistently stepping in to assist where needed across multiple localities.Additionally, the Board recognized recent Hampden-Sydney College graduate, Gray Comeau, for his contributions as a Spring Intern in the County Administrator’s Office.

- Community Partners Update – The Honorable Luther H. Ciphers, III, Virginia Senate, District 10, provided an update to the Board on actions of the General Assembly relevant to localities and rural Virginia.

- Economic Development Update – Chelsey White provided an update on the County’s Economic Development efforts, services and support for existing businesses and grant and infrastructure projects.

- Proposed 2026 County Tangible Personal Property Tax Rate for motor vehicles owned or leased by active volunteer members of County Volunteer Fire and EMS – Following the Public Hearing the rate was approved at $0.01 per $100 of assessed valuation in accordance with Section 70-7 of the County Code.
- Secondary Six-Year Plan – Following the public hearing, the Board approved the County Six-Year Plan for Fiscal Years 2027-2032 and Construction Budget for Fiscal Year 2027.
- Special Use Permit-Prince Edward Solar 2 LLC - Following the public hearing, the Board approved the request by Prince Edward Solar 2 LLC to construct and operate a 3.8 MWac solar energy facility on 77.53 acres located on the north side of Llama Road (SR 719).
- Siting Agreement-Prince Edward Solar 2 LLC - Following the public hearing, the Board approved the siting agreement with Prince Edward Solar 2 LLC for the 3.8 MWac solar energy facility on 77.53 acres located on the north side of Llama Road (SR 719).
- Repeal and Reenactment of County Code Chapter 46, Article III and Article V - Following the public hearing, the Board approved the repeal of Chapter 46, Article III (Erosions & Sediment Control) and Article V (Stormwater), and the reenactment and recodification of a new consolidated Erosion and Stormwater Ordinance pursuant to new state requirements.
- Repeal of County Code, Chapter 26 - Following the public hearing, the Board approved the repeal of Chapter 26, (Cemeteries) as the County Zoning Ordinance and state regulations now enable and regulate cemeteries.
- Repeal and Reenactment of County Code Chapter 30 - Following the public hearing, the Board approved the repeal and reenactment of Chapter 30 (Civil Emergencies) pursuant to the standards of the Virginia Emergency Services and Disaster Law of 2000.
- Repeal of County Code Chapter 58 - Following the public hearing, the Board approved to repeal of Chapter 58 (Health and Sanitation), as food regulations are now governed by VA Code 35.1-14 and 12VAC5-421.

- Policy for Administration of Fire/EMS Incentive – The Board approved the Fire/EMS Policy for the administration of the incentive program for active volunteer members/auxiliary of county volunteer fire/rescue squads.

- Finance Department Report – The Board approved the following:
- Renewal of County Health Insurance for FY 2027.
- Authorized a public hearing for a one-time bonus, in accordance with the action of the Virginia General Assembly.
- Approved and appropriated $25,000 from the General Fund to the Commissioner of Revenue’s budget as an FY 26 Budget Supplement.
- Approved an appropriation of $9,800 of federal funds to the FY 26 School Budget.
- Approved the FY 26 Budget Supplement for the reimbursement of $74,800 of Tobacco Commission grant funds for the County’s wayfinding signage project.
- Approved and appropriated $799.28 to the Industrial Development Authority as a reimbursement for incentive payments to 5 Pillar Meats.

- County Administrator’s Report – The County Administrator provided the following update:

- Dominion – Dominion has reached out to the County about their proposal to build a 3,000MW gas-fired power plant in NW Cumberland County.The project is pretty far from Prince Edward but will be in the local media. As proposed, the project would come online in 2033-2034 and would help with power availability for the HIT Park project.
- 1% Sales Tax Referendum – The County is still following the General Assembly’s action on the state budget language that provides for the local referendum on the 1% sales tax for school capital projects.
- Kinex/Planet Network Broadband Project – As of April 1st, a total of 370 miles of middle-mile conduit and fiber have been installed in Prince Edward County (51 miles/VATI and 319/RDOF) and 4,019 passings have been completed with a total 65 customer installs completed in March (highest month to-date).To-date a total of 1,263 installs have been completed on the project.The overall 3-County project is 56.52% complete.Planet Network is utilizing the lot at the Business Park for additional laydown room/employee parking.
- Virginia Business Ready Sites Program – The County’s pre-application for a site at the Industrial Park has been determined eligible, so staff will be working to submit a full application by the June 5th deadline.
- School CIP Tour – On April 24th, Superintendent Jones hosted a tour of the Elementary School Project and a walk-thru of the needs at the High School, to include the auditorium, gym and athletic facilities.Dr. Pride and Supervisor Cooper-Jones attended.Participants saw firsthand the work that has been completed to date on the new addition and the renovation of the elementary school.While the overall project will not be completed until March 2027, a significant portion will be completed by the opening of this school year including the new vehicle drop-off/pickup line.
- PEC 2045 – In July the County’s Comprehensive Plan will be recognized as the recipient of the Virginia Chapter of the American Planning Association’s 2026 Old Dominion Award for innovative approaches for communities with a population less than 100,000!This is a big deal.Thanks to the Board, Planning Commission, and staff (especially Robbie Love) for the hard work on this project.
- Dry Cleaners – The County learned last week that Deluxe Dry Cleaners, the only dry-cleaning establishment in town, had abruptly closed.We understand their main dry-cleaning machine broke down last week and with the replacement cost estimated at $90,000, they elected to shut the doors.County Economic Development staff have reached out to dry-cleaning operations in the region (Appomattox, Lynchburg, Chesterfield) about the potential to open a storefront in Farmville.
- Route 637 (Worsham Road) – Route 637 has re-opened following work by VDOT to rehabilitate a pipe.
- Route 666 (Douglas Church Road) – The weight limit on the Route 666 bridge over Buffalo Creek has been reduced from 13 tons to 10 tons due to deterioration found during routine inspection by VDOT.
