The Prince Edward County Board of Supervisors meets the second Tuesday of each month at 7:00 p.m. in the County Board Room at 111 South Street, Third Floor, Farmville.

Douglas P. “Doug” Stanley was appointed County Administrator for Prince Edward County, Virginia effective November 16, 2020. Doug has a B.A. in Geography from Mary Washington College, a Master’s Degree in Urban and Regional Planning from Virginia Commonwealth University, and a Graduate Certificate in Public Administration from Shenandoah University. He is also a graduate of the Senior Executive Institute at the University of Virginia – Weldon Cooper Center.

Stanley began his career with Warren County in 1994 as the first full-time Zoning Administrator, became Planning Director in 1996, and was appointed interim County Administrator in April 2000 and County Administrator in September 2000. He served in that position through July 31, 2020.

During his time as County Administrator in Warren, Stanley worked with the Board of Supervisors to maintain one of the lowest real estate tax rates in the region, while addressing capital needs deficiencies. He worked with the County’s Financial Advisor to improve the County’s credit rating from unrated to a strong investment grade of AA+/Aa2.

During his tenure, Warren County saw over $1.25 billion in new investment and over 2,500 jobs were added to the local economy. As part of the economic development efforts, Mr. Stanley worked with the Front Royal-Warren County Economic Development Authority on five Industrial Access Grants (Kelley Drive, Toray Drive, Bering/Baugh Drive (2), and Fairground Road) totaling in excess of $2.7 million in matching funds for transportation improvements to serve the sites.

In Warren County, Mr. Stanley was responsible for the development and implementation of the County’s Capital Improvement Plan. From 1998 to 2020 he was responsible for over $211 million in capital improvements including the construction of a new high school, renovation of a junior high to a high school, a new middle school, renovation of a high school to a middle school, construction of a new library, a renovation of a former library into a community center, and numerous smaller projects. In addition, as Chairman of the RSW Regional Jail Authority Board, he oversaw the completion of a 180,000 SF/375 bed (623 capacity) $56 million regional jail facility. The project received a Commonwealth Award from the Virginia Chapter of the American Concrete Institute and is a certified LEED® Silver facility. Mr. Stanley also worked on a number of recreational trail projects in Warren County including the 1.6-mile Eastham Trail which was partly funded with Transportation Enhancement grants totaling $661,884 and completed at a total cost of $857,447.

In Prince Edward, in 2024 the County completed a $2.7+ million industrial access road project to provide access to 100+ acres at the Prince Edward County Business Park. The project was funded through a combination of Tobacco Commission ($689,127), VDOT Industrial Access ($650,000) and County funding. He has also coordinated the marketing of the Heartland Innovative Technology (HIT) Park, a 280-acre data center site that is served by 230Kv/115Kv electric transmission lines. The site, acquired by Prince Edward in 2020, has the potential for 1.5+ million square feet and was recently put under contract to AVAIO with the potential of a $5+ billion investment.

He currently serves as the Chairman of the Piedmont Juvenile Detention Center Board and Vice-chair of the Piedmont Regional Jail Authority Board. Stanley also serves on the Virginia Local Government Management Association Board, as Vice-Chair of the VAcorp Insurance Supervisory Board, the Virginia Local Government Finance Corporation Board, as Vice-Chair of the Virginia’s Heartland Regional Economic Development Alliance (VHREDA) Board, and the Southside Electric Cooperative Advisory Council. He also holds the distinction of being an International City/County Management Association (ICMA) Credentialed Manager.

In 2025, Virginia Business named Prince Edward County as one of the 2025 Best Places to Work in Virginia. The County was the only local government so honored.

As County Administrator, Stanley plans, manages, and implements the operations of County government under the administration of the Board of Supervisors.
